PROJECT MANAGEMENT

Emerald Coast Energy Resources fully understands that project management is the key to a successful completion of any project. Clients want to know their project is entrusted to a company that truly recognizes the needs to keep on schedule and under budget.   ECER utilizes managers with years of experience in the required disciplines to ensure a successful project.  Our managers are all experienced with Federal Energy Regulatory Projects (FERC) and know what is needed to assist the client with filing  for certificates and meeting all of the requirements for schedules, meetings, surveys, mail-outs, open houses, landowner  and government relations.  They understand that complete and concise documentation and records are paramount. Emerald Coast Energy Resources' managers all fully understand the need for discretion when handling new projects and fully appreciate that we represent the client to the public.

 ROUTE AND SITE SELECTION

Emerald Coast Energy Resources can assist with route selection by checking records along the proposed route and meeting with key people along the way.  We have consultants available with over 35 years construction experience who can evaluate any construction situation and provide the client with suitable options for the particular situation.  We fully understand that good planning on the front end can be the difference between a successful on time project and a conflict riddled endeavor.  We also understand that some conflict within a project is inevitable, and we are adept at dealing with those problems as well.

RIGHT OF WAY AND REAL PROPERTY ACQUISITION

On projects of days gone by, right of way acquisition was something project managers perceived as just a necessary inconvenience.   Those days are gone forever, and Emerald Coast Energy Resources personnel are acutely aware of this fact.  Right of way acquisition has become a main player in a successful project and a significant portion of the budget.  With all of the new federal, state and local regulations as well as the advent of all the coalitions and group involvement, it’s a whole new arena.  ECER utilizes agents and managers that operate well with this challenging new environment.  They understand that their negotiations must represent the client with utmost care, sincerity, and honesty. 

ECER understands we are being entrusted with the client’s money and handle it as though it was our own.  Our agents are trained to talk with landowners without using threatening language or actions.  We realize that eminent domain may be a possibility but never use it as a bargaining tool.  ECER establishes and maintains files and contact reports to ensure a complete record should condemnation become a necessity.  Our goal, however, is to always close the files voluntarily and on budget.

 

TITLE SERVICES

Title services provided by ECER can be as limited or in depth as the client requires.  Generally our pipeline reports are Limited Title Reports that include current ownership, addresses, descriptions, encumbrances such as easements, current mortgages and liens and any issues that may cloud the title for purchase of an easement.   We also utilize a “Title Supervisor” who will review the title to ensure the accuracy.  This title supervisor typically will be a person with many years of title experience and has a proven record in the field of title examination.  Should eminent domain become an issue, title will be re-examined to the satisfaction of the client’s attorney.  Should the client require purchasing of fee property,  Pinebelt will complete all the “leg work” to include coordinating the closings and other issues as may be necessary.

 ASSIST WITH FERC AND NEPA PERMITTING

Meeting the established filing date for a project requires concentrated efforts from every member of the project team.  The timeline is never far enough out and is always looming in the minds of management and the project members.  Pinebelt personnel know the importance of making the filing dates.  We know the importance of public relations throughout the process.  ECER is very adept at conducting survey notifications, completing notification mail-outs, conducting open houses, meeting with public figures, maintaining a database, assisting with scoping meetings and other requirements necessary to assist management and environmental with filing the permit application.

CONDUCT FERC MEETINGS AND NOTIFICATION

Every FERC project requires Open House and Scoping Meetings.  ECER personnel are very experienced with conducting and attending these affairs.  We can complete the mail-outs and notifications, schedule the venue or simply attend and represent the company.  The extent of ECER's involvement would be up to the client.

APPRAISAL REVIEW

ECER consultants can locate and recommend appraisers for the various needs of the project or complete them as required.  All of our appraisal consultants are MAI or equivalent with over thiry years experience.  Once appraisals are ordered and received, our personnel will review them for accuracy and coordinate with legal as necessary.

LITIGATION SUPPORT

During those times when litigation is necessary it is imperative that all of the requirements are met and the records to meet those requirements are complete.  ECER believes that although litigation should not be necessary, the records must be prepared and maintained in order to meet those requirements if it does become necessary.  ECER maintains a record of every contact from survey permission to a signed easement.  Our representatives have testified many times for the client.  We provide support for the client’s attorney to ensure they have all that they require to ensure a successful outcome.

 

NON-ENVIRONMENTAL PERMITTING

Permitting can make or break a project.   ECER realizes the importance of timely permits for highways, railroads, utilities and other non-environmental permits.  Our permit agents are well acquainted with the permitting processes.

 

DATABASE MANAGEMENT

Database management is a key component for any project.  Electronic management is required in the 21st century.  ECER can develop a database tailored to the project at hand or will utilize a database provided by the client.  Either way at the end of a project, ECER will hand the client a complete database containing all of the pertinent data required for operations management.

CONSTRUCTION & DAMAGE SETTLEMENTS

No project is complete until construction and damage settlements are completed.  ECER agents are all adept at negotiating and settling damages from construction and other post construction needs.  During construction things can and do happen that require an agent to calm a land owner down before they can settle any issues.  This is where our agents excel because they respect the landowner’s property rights while still understanding the project goals.

DUE DILIGENCE AND TITLE CURATIVE

Company acquisitions and mergers have a particular need for due diligence to assure them and the bankers of what they are buying.  ECER utilizes clear concise reporting with all the requisite details to understand the asset acquisition.  We discuss the needs with the client to ensure we are not wasting time and money on issues they are not concerned with and spending valuable time directly on their needs.
